Boil water in a saucepan of suitable volume, add salt and pour in the horns. Cook the cones at a moderate simmer, stirring occasionally, until al dente, which means slightly undercooked. Add flour to the pan and mix with butter. Heat the flour over low heat, stirring, until golden brown, about 1 minute.

Pour a small amount of warm milk into the frying pan, at the same time stir and grind the lumps of flour. This is easier to do in a small amount of liquid.
